Law of the Republic of Uzbekistan “On science and scientific activity”

The Law “On Science and Scientific Activity” is aimed at ensuring freedom of scientific creativity and information. Also, the purpose of this Law is to regulate relations in the field of science and scientific activity. The law establishes the basic principles of the sphere of science and scientific activity, such as freedom of scientific creativity and information, efficiency and creative competition, interest and stimulation, the objectivity of scientific expertise, no harm to human life and health, the natural environment.

The main principles of the field of science and scientific activity are:

  • freedom of scientific creativity and information;
  • efficiency and creative competition;
  • interest and incentives;
  • objectivity of scientific expertise;
  • not causing harm to human life and health, the natural environment.

The Law also establishes the primary areas of research and scientific activity, as well as the authority of the Cabinet of Ministers of the Republic of Uzbekistan, the Ministry of Innovative Development of the Republic of Uzbekistan, and the Ministry of Science and Technology of the Republic of Uzbekistan, the higher education powers, as well as scientific organizations of ministries, departments, and organizations in the sphere of science and scientific activities, as well as local government entities.

Furthermore, the Law specifies the types of scientific activities, their rights and obligations, and the procedure for conducting scientific research at higher education institutions. It is established, that scientific activity are carried out in higher educational institutions as part of the educational process, and that the teaching staff of these institutions is required to carry out scientific activities in the necessary areas.
